The Failure of the 28-Point Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been stabilised. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of contrasting events captured the bleak nature of the current period. By day, negotiation efforts are conducted: optimistic declarations are delivered from multiple capitals. Considerable effort is devoted on restraining particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles flew past – sophisticated military planes provided to Ukraine by European allies.

Shortly after, Kyiv's missile defense activated: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, probably supplied through Western nations. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly becomes grim resignation: perhaps the approaching threat won't strike its target this time, protecting urban areas from devastation and additional electricity failures.

Ongoing Risks

Following this, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its destination.

Periodically, this carried on until dawn. Kyiv greeted the early updates: several casualties, damage and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on external assistance – a dependence that European nations are demonstrably unable to fill in the short term.

Unsuccessful Negotiations

The 28-point plan from Washington provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new proposal from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, no doubt, persist.

Strategic Calculations

It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unrealistic to pressure the Kremlin to surrender the territory that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, American administration does minimal to deter Moscow, through statements or actions, from assuming that the current condition will not shift further in its benefit in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a entire defensive failure until conditions improve in its favour.

Current Realities

Factually, there are no real preconditions for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their mission will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a mere seven days to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.

While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
